H. MATERIAL RECOVERY FACILITY <br /> 1. Overview <br /> In response to the long term recycling and diversion needs of the City of Santa <br /> Ana, Great Western Reclamation is proposing to design and operate.a state-of-the- <br /> art Material Recovery Facility on Standard Avenue. Called the Santa Ana Material <br /> Recovery Facility (SAMRF),the facility will occupy a 15-acre industrial site and have <br /> the capacity to receive, process, divert, and transfer the entire Santa Ana <br /> wastestream. The SAMRF will be able to achieve high levels of diversion, a <br /> minimum of 25% by 1995 and up to 50% by the year 2000, using innovative <br /> processing techniques and material handling equipment in coordination with waste <br /> collection programs and services. <br /> Great Western has already developed a detailed Site Plan for the facility, and <br /> has begun the land use permitting process with the City. Since the facility can take <br /> advantage of several existing buildings, it is expected to be operational before July <br /> 1, 1994. <br /> During the initial phase of the contract, July 1, 1993 to June 30, 1994, up to <br /> two-thirds of the Santa Ana wastestream will be received, processed, and <br /> transferred at the existing Sunset Environmental MRF in Irvine. This facility has <br /> been operational since 1984 and is permitted to accept 900 TPD of waste. The <br /> facility is currently in the process of increasing its permitted tonnage to 1,400 TPD. <br /> Land-use applications, CEQA documentation, and a revised Solid Waste Facilities <br /> Permit application have been submitted to the respective agencies for this <br /> increase. The facility anticipates receiving their revised permits by fall 1993. <br /> Copies of permit applications are available at Great Western Reclamation. <br /> Currently, the Sunset Environmental MRF is accepting approximately 600 TPD, <br /> 200 of which is from the City of Santa Ana. Beginning on July 1, 1993, one-third <br /> of the City's wastestream (356 TPD) will be transported to the Sunset <br /> Environmental MRF for processing, diversion and transfer. Beginning on January <br /> 1, 1994, two-thirds of the City's wastestream (713 TPD) will be delivered to the <br /> Sunset Environmental MRF and to Consolidated Volume Transportation in Anaheim <br /> 32 <br />
