Construction funds for Bristol Street Improvements Project, Civic Center to Washington <br />2. Construction funds for Bristol Street Improvements Project, Warner to St. Andrew <br />3. Right -of -way funds for Warner Avenue Improvements Project, Main to Oak <br />DISCUSSION <br />Bristol Street is a major north -south transportation facility which is designated as a major arterial <br />highway in the City's Circulation Element of the General Plan. Improving the 3.9 -mile Bristol <br />Street segment from Warner Avenue to Memory Lane has been a long -term priority project that <br />will be constructed in several phases. The project includes improvements of Bristol Street <br />between Civic Center Drive and Washington Avenue — Phase 3A (Exhibit 1) — and Bristol Street <br />between Warner Avenue and Saint Andrew Place — Phase 4 (Exhibit 2). Improvements include <br />sidewalk, raised landscaped median, bike lanes, and widening the street from two to three lanes <br />in each direction. <br />Warner Avenue is a regionally significant arterial roadway providing east -west travel through the <br />City (Exhibit 3). The existing conditions between Main Street and Oak Street have several unsafe <br />features, including uncontrolled left turns, insufficient access to standards pursuant to the <br />Americans with Disabilities Act (ADA), and no bike lanes. Substantial congestion occurs during <br />peak periods, and it is expected that the level of service will worsen as traffic volumes increase <br />resulting from the Tustin Legacy development currently under construction in the city of Tustin, <br />along with other factors.
