Award a contract and authorize the City Manager and the Clerk of the Council to execute a <br />construction contract to Lonerock, Inc. the lowest responsible bidder, in accordance with the <br />base bid in the amount of $4,593,375, for the term beginning upon execution of the contract <br />and ending upon project completion, for the construction of the Santa Ana—Delhi Channel <br />Diversion project, subject to nonsubstantive changes approved by the City Manager and City <br />Attorney. <br />Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$6,386,775, which includes the contract bid amount, administration, inspection and testing, <br />and an authorized contingency of $1,024,800. <br />DISCUSSION <br />The Santa Ana -Delhi Diversion project is a regional collaboration between the City of Santa Ana, <br />the County of Orange (OC), the Orange County Flood Control District (OCFCD), and the cities of <br />Newport Beach and Costa Mesa. The project is located south of SR -73 and east of SR -55 in the <br />Newport Beach Golf Course (Exhibit 1). The goal of the Delhi project is to improve the water <br />quality in Newport Bay and increase regional groundwater supplies. The City of Santa Ana will <br />greatly benefit from this project because it will help meet federal storm water program <br />requirements mandated by the California State Water Resources Control Board. Compliance <br />with these federal requirements would otherwise prove to be very costly to Santa Ana. <br />
