FOR <br />INMATE FOOD SERVICES AND <br />COMMISSARY <br />(STRATEGIC PLAN NO. 1, 3A) <br />CITY AANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />® <br />Ordinance on 18'Reading <br />❑ <br />Ordinance on 2nd Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Publlo Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a three -year agreement with Aramark <br />Correctional Services Inc. for inmate food services and commissary, for the period of February 1, 2017 <br />through January 31, 2020, in the amount not to exceed $1,460,016, including a 15% contingency <br />($197,437), subject to non - substantive changes approved by the City Manager and City Attorney. The <br />agreement also includes two one -year renewal options with the consent of City Council at a future Council <br />meeting. <br />DISCUSSION <br />California's Board of State and Community Corrections (BSCC) required agencies to provide food services <br />for all incarcerated individuals held within their custody. On October 6, 2016 the Santa Ana Police <br />Department issued a request for proposals (RFP #16 -128) for contracted food service and inmate <br />commissary. On October 18, 2016 a pre - proposal conference was conducted, and on November 21, <br />2016, the City received proposals from two firms. Aramark Correctional Services, Inc. and Keefe, LLC <br />each submitted proposals for evaluation. An evaluation committee consisting of representative from the <br />Santa Ana Jail Operations and Administration reviewed and rated the two proposals. The proposals were <br />evaluated according to Responsiveness to RFP (25 %), Experience of Firm and Personnel (25 %) and Cost <br />of Proposal (50 %), as stated in the RFP. The results of the RFP Evaluations were as follows: <br />Vendor <br />Score <br />Keefe, LLC. <br />277 <br />Aramark Correctional Services, Inc. <br />384 <br />400 point max <br />Aramark Correctional Services was the most responsive, capable and cost effective respondent. Their <br />proposal ensures these basic required services continue to be provided to the inmate population. <br />The Police Department proposes to enter into a three -year agreement with Aramark, for the period of <br />February 1, 2017 through January 31, 2020, in the amount not to exceed $1,460,016. The per meal cost <br />at the current average daily population (over 200) is $2.39 per meal. Once the ICE agreement is <br />terminated, the average daily population will drop below 200 and the cost would be $2.88 per meal, an <br />251 -1 <br />
