GENERAL PLAN AMENDMENT NO. 2016-03 AND AMENDMENT APPLICATION <br />NO. 2016-03 <br />(Applicant: Parks, Recreation & Community Services Agency – 415 & 423 South Raitt <br />Street) <br /> <br />Matter continued from the January 9, 2017 Planning Commission meeting. <br /> <br />Legal notice published in the Orange County Register on December 30, 2016 and <br />notices mailed December 29, 2016. <br /> <br />A project overview was provided by Jerry Guevara, Assistant Planner I. In the <br />presentation, Mr. Guevara explained that the properties were owned by the <br />Successor Agency to the City of Santa Ana Redevelopment Agency. The proposed <br />actions would allow development of the land for parks. The new park would be used <br />to meet National Park Service requirements to allow continued use of 2.6 acres in <br />Centennial Park by Rancho Santiago Community College District. Chairperson <br />Verino opened the public hearing. <br /> <br />The following members spoke on the proposed open space designation: <br /> Jose Arguello, representing Youth Empowerment Network at Kidworks spoke in <br />support. <br /> Annie Tran, representing S.A. Health & Nutrition Advocates - Youth <br />Empowerment Network at Kidworks spoke in support. <br /> Marcos Rodriguez, representing Youth Empowerment Network at Kidworks <br />spoke in support. <br /> Maria Ruvalcaba, Youth & Community Engagement Coordinator for Active <br />Transportation in the Youth Empowerment Network at Kidworks, spoke in <br />support. <br /> Lynnete Guzman, resident, spoke in support. <br />B-2
