<br />PLANNING COMMISSION MINUTES 3 JANUARY 23, 2017 <br /> <br /> Isuri Ramos, resident and representing the Kennedy Commission, spoke in <br />support. <br /> Edwin Ruiz, representing Youth Empowerment Network at Kidworks, spoke in <br />support. <br /> Michelle Zuniga, researcher from University of California, Irvine, spoke in <br />support. <br /> Leon Jacobs, representing Bella Vista, Central City, MidCity Neighborhood <br />Associations expressed concern of placing a park in the area with the recently <br />passed marijuana initiative, the city’s sanctuary city designation, gangs in the <br />area and not enough police coverage. <br /> Grace Aguilar, resident, advocates for the youth and having a safe environment <br />but expressed concern of adjacent residents to the property, the high activity of <br />drugs in the area and questioned if that area would be safe. <br /> Maritza Urquza, resident, spoke in support. <br /> Josue Cruz, representing S.A. Health & Nutrition Advocates, spoke in support. <br /> Jose Bustamante, representing S.A. Health & Nutrition Advocates, spoke in <br />support. <br /> <br />There were no other speakers on the matter and the hearing was closed. <br /> <br />Commissioners thanked speakers for attending. Commission discussion ensued on <br />skate parks, community outreach meetings, the education center and public <br />outreach. <br /> <br />Sylvia Vazquez, Community Development Analyst, noted the zone change will not <br />affect the funding as the city had acquired the sites through CDBG (Community <br />Development Block Grants) and proceeds went into the housing fund for the <br />development of affordable housing. <br /> <br />Commissioner Contreras-Leo noted concern on the changing of zoning without a <br />community outreach program. <br /> <br />MOTION: <br /> <br />Recommend that the City Council: <br />1. Adopt a resolution approving General Plan Amendment No. 2016-03. <br />2.
