Regional Plan <br />W rra y: Maintaining consistent and valued relationships with key businesses provides greater visibility into their resource <br />needs, resulting in better identification of short-term and long -term employment plans. Local boards will utilize feedback to <br />create strategies with partners and other stakeholders that address these needs. In addition, areas of Orange County that <br />exhibit high concentrations of unemployment and low income, known as "Red Zones,' are targeted for workforce development <br />programs because of the prevalence of historically disadvantaged individuals with barriers to employment. Businesses in key <br />industry sectors that are located within Red Zones are given the highest priority because they help address multiple objectives <br />in this Regional Plan. <br />Stete P;an A I n rr:eni: Foster demand- driven skills attainment in high- value, high - growth sectors with prioritization given <br />to industries and employers who offer good jobs with good wages and benefits. <br />The local areas will work to build a comprehensive system that responds to the needs of the businesses in the region to <br />ensure opportunities for progression along career pathways. Companies within sectors will be targeted, assessed and <br />provided skills upgrade training to enhance the capabilities of the workers to enable companies to remain and/or become <br />competitive. Layoff aversion projects will be emphasized and we will work as a system to become more robust in being <br />proactive rather than reactive. Tools and metrics will be developed to ensure Flexibility, easier access and true business <br />responsiveness, this is not a one size fits all menu of services. The local boards will identify the need to reserve up to 20% of <br />Adult and Dislocated Worker funding to meet the business need and will work with the employers to back fill any positions that <br />are created when the skill upgrade training is completed. An avenue to be explored will be to work with the Community <br />Colleges to leverage services and set up a system that works for all partners. <br />Declaration: Incumbent worker training services for businesses are provided directly by the local area One -Stop and <br />Business Services providers. Services are delivered in cooperation or partnership with other stakeholders, including <br />community colleges and other training partners; the OCBC; the regional Small Business Administration (SBA) office; the local <br />Small Business Development Center; and industry- specific providers. <br />Regional Goal /Objective: Emphasis on high -value sectors and strategies through targeted and meaningful <br />business /industry engagement. <br />Strategy: Identify and establish high -value sector associations in the OC Region, identify and target resources to support <br />industry identified education and training programs that will support and increase access to high -value career pathways. <br />State Plan Alignment; Support and foster demand driven skills attainment through collaboration and active engagement <br />of business, industry, workforce, and education /training partners. <br />2G. REGIONAL ASSESSMENT: The State Plan requires regional partners to determine the extent to which <br />persons receiving training and education services aligned with regional Industry needs in each RPU are actually <br />obtaining employment in occupations and sectors directly related to their programs of study. Developing this <br />capacity will require creativity and the development of an operational plan for collecting relevant information. <br />CUPRENT DATA TRACKING Currently, the local boards use CaIJOBS to pull training- relatea employment aam. lne <br />CaIJOBS state data tracking system, however, does not allow for the manual selection of data specific to training - related <br />employment. The system does not take into consideration several factors that are relevant to tracking training - related <br />employment data. The local boards have created a process to ensure 0 *Net job codes are cross walked with all courses /jobs <br />entered by the ITA Providers in the ETPL. This coding allows the data to capture some training - related activities and <br />employment, however is dependent on manual staff diligence to add the correct codes. This process relies on training for both <br />the ITA Providers and One Stop Center System Career Planners. The OC Region education and training providers face the <br />Page 33 <br />19 D-48 <br />
