Orange County's AEBG consortia will work with the local boards to develop a process for staff to receive appropriate training as <br />well as work with appropriate contacts at the AJCC to register students with training or employment goals for the purpose of <br />enrollment in the WIOA Adult or OSY programs. When appropriate, this may be accomplished through co- location of adult <br />education programs and AJCC staff and services. There are many possibilities for both the local boards and AEBG consortia to <br />leverage resources to better serve individuals in the Orange County region. By working together there is potential to significantly <br />expand the number of participants that the local boards can effect in both Adult and OSY programs as well as those served by <br />the AEBG consortia. <br />3Lii. WIOA Section 134(cl(3)(E) — Priority of Service Requirements <br />The local boards adhere to the requirements for priority of service regarding adult career and training services. Policy was <br />developed using the EDD Workforce Services Directive WSD15.14 dated January 22, 2016 and the WIOA regulations. The <br />policy is subject to change based upon further guidance from the Department of Labor. Per the local boards' WIOA Adult <br />Program Priority of Service Policy, priority is given to veterans, recipients of public assistance, other low- income individuals, and <br />individuals who are basic skills deficient. Priority of service is established at the time of eligibility determination and does not <br />change during the period of participation. AJCC operators' staff have been trained on priority of service requirements and must <br />document all barriers of employment to accurately measure populations served within the AJCC system. Partner agencies have <br />also been notified of the priority of service requirements. For example, the local boards work closely with WIOA Title II Adult <br />Education programs to recruit, identify, and serve recipients of public assistance, other low- income individuals, and particularly <br />those Individuals who are basic skills deficient. <br />OC REGION WIOA ADULT PROGRAM PRIORITY OF SERVICE POLICY (15.00WDB -07) SUMMARY <br />As stated in the WIOA Section 134(c)(3)(E), with respect to Individualized career services and training services funded with <br />WIOA adult funds, priority of service must be given to recipients of public assistance, other low- income individuals, or individuals <br />who are basic skills deficient. Priority of service status is established at the time of eligibility determination and does not change <br />during the period of participation. Priority does not apply to the dislocated worker population. <br />Veterans and eligible spouses continue to receive priority of service among all eligible individuals; however, they must meet the <br />WIOA adult program eligibility criteria and meet the criteria under WIOA Section 124(c)(3)(E). As described in TEGL 10 -09, <br />when programs are statutorily required to provide priority, such as the WIOA adult program, then priority must be provided in <br />the following order: <br />• Group 1: First priority must be given to Veterans and eligible spouses who are also Economically Disadvantaged Adults <br />(Le. recipients of public assistance and other low income individuals) or individuals who are basic skills deficient. <br />• Group 2: Second priority must be given to Economically Disadvantaged Adults (i.e. recipients of public assistance or <br />other low income individuals), or Individuals who are basic skills deficient. <br />• Group 3: Third priority must be given to Veterans and eligible spouses who are not economically disadvantaged (i.e. <br />not recipients of public assistance or identified as low income individuals) or are not basic skills deficient. <br />• Group 4: Fourth priority is given to other Individuals such as Older Workers (55 and older), former Foster Youth, the <br />Disabled, School Dropouts and Offenders who are not economically disadvantaged (i.e. not recipients of public <br />assistance or not identified as other low income individuals), or not basic skills deficient. <br />• Group 5: Fifth priority is given to the underemployed workers who do fall within Groups 1 through 4 and who are in <br />need of WIOA individualized services. Individuals who are underemployed may include: <br />• Individuals employed less than full -time who are seeking full -time employment; <br />• Individuals who are employed in a position that is inadequate with respect to their skills and training; <br />• Individuals who are employed who meet the definition of a low - income individual in WIOA Sec. 3(36); and, <br />• individuals who are employed, but whose currentiob's earnings are not sufficient compared to previous earnings <br />the OC Regional Plan are <br />Some local plan content requirements may be addressed in the comprehensive OC Regional Plan whenever there is a <br />shared regional responsibility and as such, narrative in the OC REGION Local Plan response may simply indicate and <br />reference the way local services and operations are integrated into broader RPU regional efforts in these areas, as <br />developed in consultation with required planning partners.
