REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 4, 2017 <br />TITLE: <br />AGREEMENT WITH DIGITAL MAP <br />PRODUCTS FOR GEOGRAPHIC <br />INFORMATION SYSTEM DATA SERVICES <br />(STRATEGIC PLAN NO. 6, 1G) <br />/ITY11 NAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />_..T6 _0, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2"d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Digital Map <br />Products to provide and maintain landbase data, digital orthophotography, and access to a cloud - <br />based map- viewing application, for the three -year term beginning April 16, 2017, and ending April <br />15, 2020, with the option to extend for an additional two -year term exercisable by the City <br />Manager and the City Attorney, in an amount not to exceed $100,000 in the first year and <br />$85,000 per year subsequent years of the agreement, for a total amount not to exceed $440,000, <br />including the optional extension, subject to nonsubstantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency uses a Geographical Information System (GIS), a computerized <br />database management system for storage, management, analysis, and display of geographic <br />data. Effective GIS systems require landbase data such as right -of -way, street centerlines, street <br />names, and parcel ownership data must be on the system and must be continuously updated. <br />The City also licenses digital orthophotography (an aerial photograph of the city), which is a <br />computerized image of the city used for viewing and producing various maps. These digital <br />images, along with many layers of data and maps, are available on the City's intranet and are <br />valuable for population analysis, assisting with permit processing, engineering project design, <br />emergency response planning, and historical references. <br />A Digital Terrain Model (DTM) is a computerized reference file that provides precise elevation <br />information for all areas of the City. This file can be used in storm drain analysis and is also useful <br />in water modeling applications. This agreement will allow the City to receive an updated DTM <br />during the first year for an additional cost. <br />The City currently has access to a cloud -based GIS map viewer application, which allows the City <br />to provide spatially related information to all city employees and the public such as zoning, land <br />25H -1 <br />
