REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 17, 201' <br />TITLE: <br />AWARD CONTRACT TO ALL AMERICAN <br />ASPHALT FOR CONSTRUCTION OF <br />WARNER AVENUE AND FIRST STREET <br />PAVEMENT MAINTENANCE PROJECT <br />(PROJECT NOS. 15-6840 & 16-6858) <br />{STRATEGIC PLAN NO. 6, 1 B; 1C; 1G) <br />CITY fANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED lAN 17 2017 <br />[� As Recommended,23fr <br />❑ As Amended <br />❑ Ordinance on 1"t Reading <br />❑ Ordinance on 2"d Reading <br />Ll Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />1, Authorize the City Manager and Clerk of the Council to award and execute a construction <br />contract to All American Asphalt, the lowest responsible bidder, in accordance with the bid in <br />the amount of $2,588,698, for the term beginning upon execution of the contract and ending <br />upon project completion, for construction of the Warner Avenue Pavement Maintenance and <br />the First Street Pavement Maintenance projects, subject to nonsubstantive changes <br />approved by the City Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$3,500,000, which includes the contract base amount, administration, inspection, testing, and <br />a contingency of $522,998. <br />DISCUSSION <br />The City's Pavement Management Program has been developed to identify the preventive <br />maintenance requirements for the City's street network. The recommended arterial street <br />segments (Exhibit 1) have been identified as high priorities for slurry seal. The work consists of <br />preparing the roadway by making minor pavement repairs, including localized replacement of <br />asphalt concrete pavement, followed by slurry seal resurfacing, painting stripes and legends, and <br />installing signage. Once completed, these improvements will enhance the ride quality, surface <br />drainage, appearance of the neighborhood, and extend the life of the pavement. <br />On November 18, 2014, City Council adopted Resolution No. 2014079 which authorized <br />submission of applications to the Orange County Transportation Authority (OCTA) for grant funds <br />under the Arterial Pavement Management Program for Warner Avenue from the West City Limit <br />to Grand Avenue and for First Street from Newhope Street to Main Street. On January 12, 2015, <br />the OCTA Board of Directors approved Regional Surface Transportation Program (RSTP) <br />
