Approve the Regional and Unified Local Plan for FY 2017 through 2020 and <br />submit to the California Workforce Development Board and State of California <br />Employment Development Department. <br /> <br />2. Authorize the Mayor, City Manager and Clerk of the Council to sign all <br />documents necessary for the submission of the Regional and Unified Local <br />Plan. <br /> <br />3.
