FOR <br />INMATE FOOD SERVICES AND <br />COMMISSARY <br />{STRATEGIC PLAN NO. 1, 3A} <br />CITY ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance onI$'Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a three -year agreement with Aramark <br />Correctional Services Inc. for inmate food services and commissary, for the period of February 1, <br />2017 through January 31, 2020, in the amount not to exceed $1,460,016, including a 15% <br />contingency ($197,437), subject to non - substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />California's Board of State and Community Corrections (BSCC) required agencies to provide food <br />services for all incarcerated individuals held within their custody. On October 6, 2016 the Santa Ana <br />Police Department issued a request for proposals (RFP #16 -128) for contracted food service and <br />inmate commissary. On October 18, 2016 a pre - proposal conference was conducted, and on <br />November 21, 2016, the City received proposals from two firms. Aramark Correctional Services, Inc. <br />and Keefe, LLC each submitted proposals for evaluation. An evaluation committee consisting of <br />representative from the Santa Ana Jail Operations and Administration reviewed and rated the two <br />proposals. The proposals were evaluated according to Responsiveness to RFP (25 %), Experience of <br />Firm and Personnel (25 %) and Cost of Proposal (50 %), as stated in the RFP. Their <br />proposal ensures these basic required services continue to be provided to the inmate population. <br />The Police Department proposes to enter into a three -year agreement with Aramark, for the period of <br />February 1, 2017 through January 31, 2020, in the amount not to exceed $1,460,016.
