REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 18, 2017 <br />TITLE: <br />AWARD AGREEMENT TO NV5 GLOBAL, <br />INC., FOR CONSTRUCTION ENGINEERING <br />SERVICES FOR THE SANTA ANA -DELHI <br />CHANNEL DIVERSION PROJECT <br />(PROJECT NO. 16 -6467) <br />(STRATEGIC PLAN NO. 6, 1G) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an agreement with NV5 <br />Global, Inc., to provide Construction Engineering Services for the Santa Ana —Delhi Channel <br />Diversion project for the two -year term beginning April 18, 2017, and expiring on April 17, 2019, <br />with provisions for a one -year extension exercisable by the City Manager and City Attorney, for a <br />total amount not to exceed $683,448 over the entire life of the agreement, including any renewal <br />period, subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana -Delhi Diversion Project (Delhi Project) is a regional collaboration between the <br />City of Santa Ana, the County of Orange, the Orange County Flood Control District, and the <br />cities of Newport Beach and Costa Mesa, The Delhi Project is located south of SR -73 and east <br />of SR -55 in the Newport Beach Golf Course (Exhibit 1). The goal of the project is to improve the <br />water quality in Newport Bay and increase regional groundwater supplies. The City of Santa <br />Ana will greatly benefit from this project because it will help meet federal storm water program <br />requirements mandated by the California State Water Resources Control Board. Compliance <br />with these federal requirements would otherwise prove to be very costly to Santa Ana. <br />On June 23, 2016, the Public Works Agency released a Request for Proposals (RFP) on the <br />City's website and notified qualified consulting firms to provide Resident Engineer and <br />Inspection Services. Three proposals were received and evaluated by a review committee from <br />the Public Works Agency. Each firm was rated according to its organization, credentials, <br />resumes, references, and fees to provide the required services.
