Consultant Agreement with NV5 Global, Inc. <br />Santa Ana -Delhi Channel Diversion Project <br />April 18, 2017 <br />Page 2 <br />FIRM SCORE <br />NV5 Global, Inc. 92 <br />Wallace & Associates 89 <br />Dudek 84 <br />The cost proposal from NV5 Global, Inc. was negotiated to ensure the City would receive the <br />highest quality and value. Staff recommends that NV5 Global, Inc. be retained and a contract <br />awarded for construction engineering services in the amount not to exceed $683,448 (Exhibit 2). <br />The funding partners reviewed the cost analysis and agreed to amend the construction <br />contingency and construction management costs by $267,875 to cover the costs for this <br />agreement. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 — Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans). <br />ENVIRONMENTAL IMPACT <br />On May 3, 2016, the City Council approved a Mitigated Negative Declaration (MND) in <br />accordance with the California Environmental Quality Act (CEQA). The proposed project would <br />have a less than significant impact on the environment. As planned, the Delhi Project would <br />eliminate dry weather flows in the Santa Ana Delhi Channel to help improve water quality in <br />downstream receiving waters including Upper Newport Bay. <br />FISCAL IMPACT <br />Council has recognized project funding commitments from the participating agencies, in the total <br />amount of $9,367,875, in the following revenue accounts: <br />FY AUTHORITY & FUNDING SOURCE <br />2013/14 Capital Improvement Program <br />M2 Environmental Cleanup Grant <br />2015/16 Council Approval, April 19, 2016 <br />City of Costa Mesa <br />City of Santa Ana: Federal Clean Water Enterprise <br />Capital Improvement Program <br />City of Santa Ana: Federal Clean Water Enterprise <br />25N -2 <br />ACCOUNT NO.
