2016 LEGISLATIVE PLATFORM SCORECARD <br />Note: Items are ordered within each goal to <br />align City of Santa Ana priorities with Federal <br />and State priorities. <br />GOAL 1: COMMUNITY <br />SAFETY <br />A safe and secure community is essential to the quality of <br />life and economic success for the City of Santa Ana. The <br />City is committed to a high level of public safety and <br />working in partnership with the community to maintain a <br />safe and secure City. <br />Body Cameras / COPS Funding <br />(Police Dept.) <br />Support legislation which continuously provides <br />funding for local police agencies to operate <br />body worn camera programs. Any supported <br />legislation should take into account, data <br />storage costs, personnel costs and equipment in <br />support of the administration of justice in <br />criminal cases. <br />(PD) The Santa Ana Police Department is <br />moving forward with the <br />implementation of the Body Worn <br />Camera program. A vendor has been <br />selected and the implementation / <br />training will begin in February 2017. <br />® (TPA) Townsend Public Affairs has been <br />monitoring legislation related to body <br />worn cameras. No funding has been <br />made available since the last legislative <br />cycle. California Police Chiefs Association <br />recommends the creation of statewide <br />minimum requirements for the use of <br />body worn cameras. <br />• (H &K) The Santa Ana Police Department <br />applied for the 2016 Community <br />Oriented Policing Services grants and <br />was awarded funding for the third <br />consecutive year. The funding allocated <br />will allow the Police Department to hire <br />ten additional police officers. With the <br />upcoming submission of the President's <br />FY 18 budget, we will continue to <br />showcase, as we have in the past, with <br />the City's delegation and with <br />appropriators, the success of the City of <br />Santa Ana's initiatives to demonstrate <br />the value of the COPS programs. <br />• (H &K) The Santa Ana Police Department <br />received Urban Areas Security Initiative <br />funding totaling $5.43 million. <br />Homelessness <br />(Community Development Agency) <br />Reprioritize existing affordable housing <br />resources allocated through the U.S. <br />Department of Housing and Urban Development <br />and the Low - Income Housing Tax Credit Program <br />and seek increased funding to provide housing <br />for homeless individuals that is consistent with <br />local and regional priorities, including increased <br />permanent housing options linked to a range of <br />supportive services; improved access to <br />emergency shelter and rapid rehousing <br />opportunities; improved data systems to <br />centralize and coordinate information on <br />homeless individuals; and the development of <br />systems and organizational structures to <br />connect homeless individuals with employment - <br />related supportive services. <br />• (CDA) The City declared a public health <br />and safety crisis related to the homeless <br />and urged the County of Orange to take <br />immediate action to provide service at <br />the Santa Ana Bus Terminal in order to <br />CITY OF SANTA ANA <br />2 <br />65B -27 <br />
