2016 LEGISLATIVE PLATFORM SCORECARD <br />that are found to be in violation of the <br />municipal code, and state and federal <br />law. <br />• (PD /PBA) The Medical Marijuana Task <br />Force has closed all but approximately <br />twenty of the illegal marijuana <br />dispensaries. The remaining illegal <br />dispensaries continue to be the focus of <br />the Task Force enforcement efforts. <br />+ (PD /PBA) In collaboration with the <br />Planning and Building Agency, the Santa <br />Ana Police Department has issued fifteen <br />Regulatory Safety Permits related to <br />Measure BB with an additional four in <br />process. Since the program was <br />established two years ago over $3.8 <br />million in fees and taxes have been <br />generated to fund public safety efforts <br />and program related costs. <br />• (PBA) The City's medical marijuana <br />regulatory safety program task force <br />continues to explore options to enhance or <br />streamline the program. Round -table <br />discussions were held with industry <br />representatives during which participants <br />shared feedback to City officials on <br />methods for improving the existing <br />program. <br />• (CAO) On April 19, 2016 the City of Santa <br />Ana ammended Chapter 18 of the Santa <br />Ana Municipal Code regarding unarmed <br />guards at dispensaries; establishing <br />regulatory safety permit application <br />deadlins; and prohibiting issuance of <br />regulatory safety permit aplications to <br />narcotic registrants. <br />• (TPA) Townsend Public Affairs provided <br />ongoing information to the City on <br />legislative activity to regulate medical <br />marijuana. The Legislature ultimately <br />passed a three -bill licensing framework <br />for medical cannabis in California. TPA <br />actively participated in the stakeholder <br />process with legislative staff, <br />Administration staff, and key interested <br />parties to help form the framework and <br />ensure that local control and public <br />safety was given the highest <br />consideration. <br />• (TPA) Proposition 64 Adult Use of <br />Marijuana Act passed on November 8, <br />2016. The Act provides for local control <br />and defines limitations related to <br />possession, cultivation and use related to <br />recreational marijuana. <br />• (TPA) Townsend Public Affairs worked <br />closely with the Brown Administration, <br />the Bureau of Medical Cannabis <br />Regulation, the Legislature, and industry <br />stakeholders regarding the development <br />of an integrated medical and adult -use <br />regulatory framework to ensure that <br />local control is preserved. <br />• (H &K) Holland & Knight monitored <br />federal developments relating to medical <br />marijuana. A bipartisan bill known as the <br />Compassionate Access Act was re- <br />introduced recently. The bill would <br />remove cannabidiol (CDB) from the <br />Controlled Substances Act so physicians, <br />with state approval of its use, could <br />prescribe CDB treatment, as in the case <br />of epilepsy, cancer or glaucoma. <br />Hearings on the bill have yet to be <br />scheduled. <br />CITY OF SANTA ANA <br />4 <br />65B -29 <br />
