Please <br />reference the Homelessness section. <br />Workforce Innovation and Opportunity Act <br />(Community Development Agency) <br />On July 22, 2014, President Barack Obama <br />signed into law the Workforce Innovation and <br />Opportunity Act (WIOA) — designed to promote <br />a job- driven public workforce system helping to <br />strengthen the partnerships between Workforce <br />Boards, businesses, and education. The City will <br />work with the Congressional delegation, and the <br />Departments of Labor, Commerce, and <br />Education to support and implement the <br />Workforce Innovation and Opportunity Act <br />(WIOA) with specific attention and emphasis on <br />full funding for WIOA; support for local <br />Workforce Boards and local control; a single set <br />of common performance measures for adults, <br />dislocated workers and youth programs <br />authorized under WIOA; and continued work on <br />alignment of all federal workforce programs in <br />U.S. Department of Housing and Urban <br />Development, Health and Human Services, and <br />Department of Education. <br />® (CDA) To meet the requirements of the <br />new legislation the City formed a <br />Workforce Development Board to <br />provide grant oversight and engage <br />regionally on workforce issues. The State <br />of California approved the new structure <br />and the continuation of receipt of <br />federal workforce funding. <br />• (CDA) The State of California announced <br />that the City exceeded its Workforce <br />Investment Act / Workforce Innovation <br />and Opportunity Act performance <br />measures for PY 2015 -16. <br />+ (CDA) The WORK Center was awarded a <br />Sling Shot Grant funded by The Orange <br />County Workforce Development Board. <br />Sling Shot is an initiative of the State of <br />California which encourages and <br />supports regional partnerships across <br />the state promoting engagement in new <br />collective actions on workforce <br />challenges. <br />U.S. Department of Housing and Urban <br />Development — Reauthorization <br />(Public Works Agency) <br />Continue Community Development Block Grant <br />(CDBG) to cover capital cost to improve city <br />streets in economically disadvantaged areas. <br />The improvements would reduce blight and <br />improve residential neighborhoods. The need is <br />approximately $5 Million. <br />CITY OF SANTA ANA <br />13 <br />65B -38 <br />• (CDA) Using the resources provided by <br />the U.S. Department of Housing and <br />Urban Development, the City allocated <br />Community Development Block Grant <br />funds in the amount of $749,261, <br />equivalent to 14% of the annual grant <br />allocation, for residential street <br />improvements in the Annual Action Plan. <br />• (H &K) In light of drastic cuts in the <br />President's proposed FY 18 budget for <br />Department of Housing and Urban <br />Development programs, we are <br />organizing a concerted effort among key <br />cities and mayors including the City of <br />Santa Ana to build strong bipartisan <br />
