2016 LEGISLATIVE PLATFORM SCORECARD <br />City co- hosted the Governor's Office of <br />Business and Economic Development <br />Go -Biz Workshop to inform businesses <br />on the process for applying for the <br />California Competes Tax Credit. <br />• (H &K) With the expectation that <br />Congress will seek to move forward on <br />tax reform through the budget <br />reconciliation process sometime later <br />this year, Holland & Knight will again <br />seek to include extension of the <br />empowerment zone tax incentives as <br />they did successfully in tax extender <br />legislation. In addition, Holland & Knight <br />has worked to mobilize an active <br />coalition to support expansion of the <br />Low Income Housing Tax Credit and will <br />continue to advocate for its inclusion in <br />tax reform. <br />Goods Movement and Mobility <br />(Public Works Agency) <br />Legislation is sought which values the Economic <br />Development from improved goods movement <br />and mobility to core Santa Ana industries. <br />Goods movement would be enhanced by <br />improving roadway infrastructure in and around <br />the city's industrial centers estimated to cost in <br />the cost range of $15 Million. <br />® (PWA) The street reconstruction within <br />the Warner Industrial Community is <br />planned to commence in April 2017 and <br />be completed by the end of 2017. <br />® (TPA) Townsend Public Affairs (TPA) <br />provided information to the City <br />regarding legislative and administration <br />proposals to generate funding for <br />transportation infrastructure. TPA <br />advocated with the authors of the <br />measure, as well as the City's legislative <br />delegation, to include significant funding <br />for local streets and roads, as well as <br />other programs that would be available <br />to fund City projects. <br />Enhanced Infrastructure Financing Districts <br />(Community Development Agency) <br />Support and establish an Enhanced <br />Infrastructure Financing District to issue bonds <br />to fund infrastructure projects such as street <br />improvements, highway interchanges, transit <br />facilities, sewage treatment and water <br />reclamation plants, low and moderate income <br />housing, and transit priority projects, pursuant <br />to the infrastructure financing plan and the <br />agreement of affected taxing entities. This will <br />help fill a gap left with the dissolution of <br />redevelopment agencies. <br />• (CDA) The City continues to research <br />eligibility to create a Community <br />Revitalization Investment Authority as <br />authorized under AB 2492. <br />Housing Authority /Section 8 Voucher Program <br />(Community Development Agency) <br />Seek increased funding for the Family Self - <br />Sufficiency Program. The Santa Ana Housing <br />Authority administers the Housing Choice <br />Voucher Program (Section 8). As part of the <br />program, families have the opportunity to <br />voluntarily participate in the Family Self - <br />Sufficiency Program to become independent <br />from housing assistance. Participation in this <br />program reduces housing assistance costs per <br />family for the Housing Authority and allows the <br />agency to assist new families off of the Waiting <br />List. <br />® (CDA) Following a competitive grant <br />application process, the City was <br />successful in its application and received <br />CITY OF SANTA ANA <br />12 <br />65B -37 <br />
