The Santa Ana WORK Center is located within the SARTC. The WORK Center combines <br />resources from various agencies to provide integrated job and workforce development services, <br />including job search assistance, employee referrals and placement, unemployment insurance <br />filing, and career counseling for adults and youths. As part of the WORK Center, the State of <br />California EDD leases an administrative office on the first floor for staff and is not open to the <br />public. The City of Santa Ana and the State EDD lease the two suites on the second floor. The <br />administrative suite averages 14 client visits per day and the referral center suite averages 100 <br />client visits per day. The WORK Center offices on the first and second floors are open from <br />7:30 AM to 5:00 PM Monday thru Thursday and every other Friday. A security guard under <br />separate contract by the State of California is assigned to the referral center suite during the <br />hours it is open to the public. It is expected that the security company awarded the contract <br />under this RFP will work in cooperation with the security guard assigned to the referral center <br />when necessary. The County of Orange Social Services Agency leases the suite on the third <br />floor and averages 26 client visits per day. The third floor suite is open from 7:00 AM to 5:00 <br />PM, Monday thru Friday. <br />I. SCOPE <br />The City's objective is to provide deterrence against crimes of vandalism, theft and bodily injury <br />at the SARTC on a twenty-four (24) hour basis. <br />Management of Facility <br />The SARTC is owned by the City of Santa Ana and managed by the Public Works Agency. <br />Onsite property management services are available during normal business hours Monday <br />through Thursday and every other Friday. The office is closed on weekends and 11 days per <br />year for holidays. <br />This -post requires highly visible security staff with. excellent interpersonal skills and the ability <br />to deal with the public in a courteous manner. This post requires extensive public contact. <br />Guards assigned to this post must speak and understand English and be able to write clear and <br />concise reports. Bilingual candidates are preferred and at least one bilingual Spanish speaking <br />guard must be on site at all times. <br />General post assignments and tasks include, but are not limited to the following: <br />• Observe- and - report only. Guards are not expected to apprehend or physically detain any <br />individual. <br />• Patrol restrooms, main floor lobby, train loading areas, balconies and upper floors of the <br />building, perimeter of entire facility, parking lots, parking structure, pedestrian bridge, east <br />and west platforms, all stairways and all approaches onto the property. <br />• Using post management system to check in at designated checkpoints, minimum of 27 <br />points. <br />• Actively patrol entire property. <br />• Maintain facility in lockdown mode when the facility is closed, unless an emergency arises <br />and respond only at the direction of SARTC management or emergency services. <br />City of Santa Ana Unarmed Security Guard Se i�OFlIhel <br />LL Page 25 <br />
