Resolution No. 2017-01 <br />Page 3 of 5 <br />that projects must exhibit a functional, comfortable scale in relation to <br />the neighborhood. This proposal is in scale with existing structures in <br />the neighborhood, and specifically with the large scale of the existing <br />historic residence. Goal 3.5 of the Urban Design Element Policy <br />Plan encourages residential alterations that are consistent with the <br />architectural character of the neighborhood. The residence is <br />Italian Renaissance which utilizes large scale to convey its grand <br />style. The proposed five-foot tall fence is congruous to the scale of <br />the residence. <br /> <br />Section 3: Environmental Findings: <br />A. In accordance with the California Environmental Quality Act (CEQA), the <br />proposed project is exempt from further review pursuant to Section 15 301, <br />which is a categorical exemption applying to projects which consist of <br />minor alterations to existing facilities including exterior modifications and re- <br />tenanting of an existing building. Categorical Exemption Environmental <br />Review No. 2017-20 will be filed for this project. <br />B. In support of the Categorical Exemption, the following findings have been <br />made as referenced in CEQA, Section 15300.2: <br />1. Cumulative Impact. The project, along with successive projects of <br />the same type in the same area, over time shall not result in a <br />cumulative impact. <br />The minor exception will allow the construction of a five foot tall <br />front yard fence. The use of a four foot landscape buffer and <br />wrought iron gate mitigate cumulative visual impacts. This property <br />has a special circumstance of being on a sloped lot with the house <br />being higher than the right-of-way. Therefore, the proposed minor <br />exception to allow a five foot tall front yard fence will not result in a <br />cumulative impact on the surrounding area. <br />2. Significant Effect. The project shall not be used for an activity <br />where there is reasonable possibility that the activity will have a <br />significant effect on the environment due to unusual circumstances. <br />The minor exception will allow for the construction of a five foot tall <br />front yard fence around a historic property with a small rear yard <br />and a large front yard setback. The house is built at the top of a <br />sloped yard set higher than the right-of-way, and will not have any <br />unusual or significant effect on the environment. <br />3. Scenic Highways. The project shall not result in damage to scenic <br />resources, including but not limited to, trees, historic buildings, rock
