REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 20, 2017 <br />TITLE: <br />APPROPRIATION ADJUSTMENT TO <br />RECOGNIZE AND APPROPRIATE GRANT <br />FUNDS FROM THE NATIONAL <br />RECREATION AND PARK ASSOCIATION <br />TO IMPLEMENT A HEALTHY EATING AND <br />PHYSICAL ACTIVITY PROGRAM <br />{STRATEGIC PLAN NO. 5, 6C} <br />CI MANAGER <br />RECOMMENDED ACTION <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an appropriation adjustment to recognize $25,000 in grant revenue from the National <br />Recreation and Park Association and appropriate $25,000 into the corresponding expenditure <br />accounts to implement a Healthy Eating and Physical Activity Program. <br />DISCUSSION <br />In 2016, the National Recreation and Park Association (NRPA) received a $2.5 million grant to <br />increase the number of meals served to youths through the Commit to Health Program. The <br />purpose of the program is to: <br />• Increase the number of healthy meals children in low-income communities receive through <br />the Summer Food Service Program (SFSP) and the Child and Adult Care Food Program <br />(CACFP) or the National School Lunch Program (NSLP) at park and recreation sites <br />during out-of-school times. <br />• Provide nutrition literacy to children and families that create behavior change by teaching <br />the importance of healthy eating. <br />• Implement nutrition and physical activity standards that increase access to healthier foods <br />and increase opportunities for physical activity. <br />• Implement meal and program efficiencies that increase community sustainability. <br />The NRPA made this funding available to agencies that can provide services that meet the <br />purpose of the grant. The City of Santa Ana, Parks, Recreation and Community Services Agency <br />(PRCSA) applied to the NRPA for funding by proposing the City's Summer Day Camp program <br />that is offered during the summer break period. The program consists of theme -based activities, <br />health/fitness, excursions, recreation swim, games and sports, which is offered to youths from <br />kindergarten to sixth grade.
