REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 20, 2017 <br />TITLE: <br />APPROVE AGREEMENT WITH TETRA <br />TECH, INC., TO PROVIDE DESIGN <br />AND ENGINEERING SERVICES FOR <br />REHABILITATION OF WELL NO. 32 <br />BID NO. 16-113 <br />(PROJECT NO. 13-6433) <br />(STRATEGIC <br />/PLAN NO. 6, 1C) <br />CITY ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Tetra Tech, <br />Inc., to provide design engineering services for Well No. 32 Rehabilitation, for a three-year period <br />from June 21, 2017, through June 20, 2020, with provisions for one two-year renewal option <br />exercisable by the City Manager and City Attorney, in an amount not to exceed $777,700 for the <br />term of the contract, subject to nonsubstantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />Well No. 32, located at Morrison Park (Exhibit 1), was first constructed in the 1970's. This well, <br />however, has been inactive for the last nine years due to high nitrate levels which exceed the <br />State's Department of Public Health threshold of 45mg/L. <br />The relative location of Well No. 32 is within the well cluster feeding the Garthe Pump Station, the <br />primary water source for the north and west part of the city. The pump station facility was drilled <br />in 1982 and water production has begun to decline, making it important to identify additional <br />water sources for future demands and system reliability. The benefits of bringing this well back <br />into service include provision of an additional groundwater source for the City's future demands, <br />reduction in wear -and -tear on other groundwater wells, and water pumping savings. <br />On December 5, 2016, the Public Works Agency released a Request for Proposal (RFP) for <br />engineering design services for Well No. 32 Rehabilitation. The RFP was posted on the City's <br />website and qualified consulting firms were notified. Two proposals were received and evaluated <br />by a review committee from the Public Works Agency. Each firm was rated according to its <br />organization, credentials, resumes, references, and rates to provide the required services.
