City of Santa Ana <br />Successful implementation of the project will <br />involve resolution of several key issues. We <br />believe Tetra Tech has an unparalleled grasp of <br />these issues based on our overall experience, <br />capabilities and familiarity with other City <br />projects, personnel and policies. Our approach <br />to resolving project issues is summarized in the <br />following pages; <br />WELL #32 SITE LAYOUT <br />Layout the rehabilitation equipment and <br />determine the minimum impact to the park <br />Locate the new building to minimize impacts <br />to pedestrian, bicyclist, and vehicle traffic to <br />the park. The new building will have a larger <br />aboveground footprint that will impact the <br />existing driveway approach. There are existing <br />mature trees that prevent the driveway from <br />being widened any further. We will work with <br />the City to determine the approach that both <br />maximizes access to the park and the well <br />building. <br />Provide concept sketches for the construction <br />access and staging within the park, Identify loss <br />of parking stalls and required work area. The <br />City may also want to consider negotiating with <br />the adjacent church and utilize a portion of their <br />parking lot to provide a construction staging <br />area. <br />Provide concept sketches for final site layout <br />to provide the City access to the wellhead and <br />piping for future maintenance and rehabilitation. <br />Impacts to the Park <br />• Review interim impacts during construction. <br />Utilize sketches and identify work area and loss <br />of use, Provide estimated construction durations <br />for each phase and the impact to the parking <br />lot during each phase of construction. One <br />approach to consider is to close the southerly <br />driveway in its entirety and utilize only the <br />northerly driveway accessible to two way traffic <br />and partially close the parking lot, A second <br />alternative is to close the parking lot during the <br />duration of construction and utilize street parking <br />to facilitate construction activities and mitigate <br />risk to public exposure to construction activities. <br />• Define work area and define a perimeter to be <br />secured to protect the public use of the park <br />while construction activities are occurring. <br />Restore the LID improvements at the park <br />disturbed by construction activities and <br />incorporate the LID elements into the new well <br />site, This includes bioswales, drought tolerant <br />landscape, pervious pavement, and pavers. <br />Aesthetics <br />Discuss options for securing the site and <br />minimizing unpleasing aesthetics such as <br />chainlink fencing. <br />Provide two renderings for the building <br />architectural treatments, The City desires to <br />snatch the surrounding residential area. The <br />houses in the area have California gables and <br />251-14 <br />
