City of Santa Ana <br />and fiber optic. The City has traditionally <br />used radio but prefers to install buried fiber <br />optic cables for communication between <br />these sites, Identify all requirements for the <br />options described including maintenance and <br />operation related constraints. We understand <br />that the City generally uses MDS NET II radio <br />communications for site to site/home SCADA <br />communications. <br />6. Prepare a preliminary underground data <br />communication pipeline network plan at <br />the John Garthe Pump Station. Tetra Tech <br />will prepare a plan that identifies how the <br />existing wells communicate to John Garthe <br />Pump Station and how the new Well #32 will <br />communicate to the pump station. All wells <br />shall communicate to the main RTU at John <br />Garthe Pump Station. Tetra Tech will provide <br />recommendations for improvements to the <br />communications between the existing wells <br />and the John Garthe Pump Station. The <br />improvement of these communication systems <br />are beyond the scope of this project. <br />7. Prepare preliminary onsite sodium hypochlorite <br />generation plans to disinfect the water used to <br />fill John Garthe Reservoir. <br />8, Identify hydraulic conditions with the selected <br />alternative to use in conjunction with the <br />City Hydraulic Model to ensure satisfactory <br />operations under normal operating conditions. <br />We have assumed the following model runs <br />with all the wells running at once is the worst <br />case scenario, We will then run models without <br />each of the high nitrate wells, Well #18 and then <br />Well #24. We have assumed that Wells #36 <br />and #39 will also be running since they have <br />the low nitrate water. In the event that the pipe <br />discharge line to Garthe Reservoir Is used to <br />increase system headloss, material fatigue shall <br />be considered a factor when selecting the pipe <br />line material. <br />9. Prepare a schedule for Garthe Pump <br />Station and Well #32 Operational Functional <br />Specification and related deliverables for <br />control programming related items. <br />10. Prepare preliminary horizontal alignment <br />and vertical profile of water distribution main <br />upgrades including all utility relocations. Minor <br />storm drain improvements will be required <br />for the drain to waste line during well startup <br />procedures. We have assumed that we are <br />tying into the existing drainiine and that a new <br />drain line is not required, <br />11. Well pumping strategies shall be identified. Care <br />shall be taken to limit well pump cycling given <br />the operating constraints identified in the Study. <br />12. In the event that a pressure reducing/sustaining <br />valve is determined to be necessary at John <br />Garthe Reservoir per Alternative One (1) of <br />the Study, site improvements and yard piping <br />improvements will be necessary at the John <br />Garthe Reservoir site. In addition, any site <br />automation required to operate this valve both <br />locally and through SCADA shall be subject to <br />the requirements listed in the PLC Panel Design <br />and Control Strategies section of the RFP. <br />13. Prepare park site improvements, preliminary <br />horizontal alignment and profile of the parking lot <br />that will be altered due to the construction and <br />by adding a new well building at Morrison Park, <br />14. Preparation of a preliminary estimate of probable <br />cost. <br />15, Preparation of preliminary staging for <br />construction including a traffic management plan <br />and traffic control plans. <br />16. Outline the preparation and submittal process <br />of all required permits associated with getting <br />the project approved and ready for construction. <br />This Includes estimated time frames for <br />processing said permits. <br />17. Prepare required documents and assist in <br />Environmental approvals. In the event that an <br />Environmental Impact Report (EIR) is deemed <br />necessary, all necessary documentation will be <br />prepared as required by CEQA. An initial study <br />and mitigated negative declaration has been <br />included in our proposal fee. A fee for an EIR <br />shall be an optional item in the event that an EIR <br />is required. <br />251-22 <br />
