REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 20, 2017 <br />TITLE <br />AGREEMENTS WITH OCEAN BLUE <br />ENVIRONMENTAL SERVICES, INC., AND <br />UNITED STORM WATER, INC., FOR SPILL <br />RESPONSE AND STORM DRAIN FACILITY <br />CLEANING <br />(STRATEGIC PLAN NO. 6, 1C) <br />CITY MIANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute agreements with Ocean Blue <br />Environmental Services, Inc., and United Storm Water, Inc., to provide Spill Response and Storm Drain <br />Facility Cleaning for a two-year term beginning June 20, 2017, and expiring on June 19, 2019, with <br />provisions for two one-year extensions exercisable by the City Manager and City Attorney, for a total <br />amount not to exceed $250,000 per year for each agreement, subject to nonsubstantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The California Regional Water Quality Control Board enforces the Federal National Pollutant Discharge <br />Elimination System (NPDES) Stormwater Permit that regulates pollution from entering the waters of the <br />United States. Compliance with this NPDES permit and the Federal Clean Water Act requires the <br />cleaning of all City -owned drainage facilities and the mitigation of pollutants discharge (spills) that could <br />lead to the waters of the United States. <br />On March 20, 2017, the Public Works Agency released a Request for Proposals (RFP) on the City's <br />website and notified qualified consulting firms to provide Spill Response and Storm Drain Facility <br />Cleaning. Three proposals were received and evaluated by a review committee from the Public Works <br />Agency. Each firm was rated according to its organization, credentials, resumes, references, and fees to <br />provide the required services. One firm, Colbert Environmental Group, was disqualified because it failed <br />to submit proposal deposits as required by the RFP. <br />A summary of the firms and their respective scores are listed in the table below: <br />FIRM SCORE <br />Ocean Blue Environmental 96 <br />United Storm Water <br />9Z <br />Based on the ratings and their experience with the City, staff recommends that the firms of Ocean Blue <br />Environmental Services, Inc., and United Storm Water, Inc., be retained for the required services.
