Award a contract and authorize the City Manager and the Clerk of the Council to execute a <br />construction contract with Los Angeles Engineering, Inc., the lowest responsible bidder, in <br />accordance with the base bid in the amount of $4,871,476, for the term beginning upon <br />execution of the contract and ending upon project completion, for construction of the Bristol <br />Street Improvements, Water Main, and Sewer Main Improvements projects; subject to <br />nonsubstantive changes approved by the City Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$6,135,644, which includes the contract bid amount, administration, inspection and testing, <br />and an authorized contingency of $777,190. <br />DISCUSSION <br />Bristol Street is a regionally significant north -south corridor which is designated as a major arterial <br />highway in the City's General Plan Circulation Element. Bristol Street between Warner Avenue <br />and Memory Lane is a long-term improvement project to be completed in several phases as <br />funding becomes available. Two phases have already been completed, and three more phases, <br />including this one, will be constructed to complete the improvements. This phase will improve <br />Bristol Street from Washington Avenue to Seventeenth Street, as shown in Exhibit 1. <br />The improvements include roadway widening from two to three lanes in each direction with <br />protected bike lanes, wider sidewalks, parkways, and a raised landscape median. The project <br />will also include sound walls adjacent to residential parcels, water and sewer main <br />improvements, and storm drain improvements to assure adequate drainage.
