CITY COUNCIL MEETING DATE: <br />JULY 5, 2017 <br />TITLE: <br />AGREEMENT WITH CROSSTOWN <br />ELECTRICAL & DATA, INC., FOR ON-CALL <br />REPAIR SERVICES OF ADVANCED <br />TRAFFIC MANAGEMENT AND <br />COMMUNICATION SYSTEMS <br />{STRATEGIC PLAN NO. 6, 1C} <br />a <br />CITY ANAGER <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Crosstown <br />Electrical & Data, Inc., to provide on-call repair services and routine maintenance for the advance <br />traffic management and communication system, for a three-year period beginning July 5, 2017, <br />and expiring July 4, 2020, with provision for two one-year extensions exercisable by the City <br />Manager, in an amount not to exceed $50,000 annually, subject to nonsubstantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Traffic Management Center (TMC) is a computerized traffic signal system that <br />controls all traffic signals and Closed Circuit Television cameras in the city. This system utilizes <br />twisted pair cables, fiber optic cables, wireless, and other methods to provide communication <br />between the TMC and field equipment. These communication systems require routine <br />maintenance and emergency repairs due to malfunctions or damage that occurs during <br />unauthorized access, traffic collisions, or construction activities. <br />A Request for Proposals (RFP) was issued on March 23, 2017, but only one proposal was <br />received. The RFP was re -issued on May 25, 2017, and two proposals were received and <br />evaluated by a four -member review panel comprised of Public Works Agency staff. The scores <br />were based on firm experience, service record performing requested repair services, <br />responsiveness to the RFP requirements, and completeness of the proposal. <br />The summary of proposal scores are as follows: <br />Crosstown Electrical & Data Inc. 92.8 <br />Aegis ITS 82.3 <br />25G-1 <br />
