RFP No. 16-xxx <br />3) Develop a build -out model/spreadsheet and analysis for FOUR land use alternatives <br />for the Land Use Visioning focus and corridor areas. These alternatives will include <br />buildout of: the existing General Plan Land Use Plan, the Preferred Land Use Plan <br />Alternative, and two other Land Use Scenario Alternatives. The SCAG Scenario <br />Planning Model may be utilized, as feasible, to determine impacts such as Average <br />Daily Trips, Vehicle Miles Traveled, as well as utility and public service and facility <br />demands. <br />4) The model and analysis shall be dynamic and capable of adjustment and modification <br />by City staff, and include a written methodology for use and training of City staff. <br />5) Preparing visual simulations, illustrative, and/or massing diagrams of existing and <br />future for up to EIGHT (8) Land Use Scenarios for select corridor/ areas. The <br />visualizations are to include building massing, scale, infrastructure, public realm, and <br />transportation improvements. <br />Sample Land Use Scenario Corridors may include: <br />• Seventeenth Street <br />• Bristol Street <br />• Main Street <br />• Grand Avenue <br />• Tustin Avenue <br />• Santa Ana Boulevard <br />• First Street <br />• Redhill/ Alton/ Warner Avenue <br />6) Provide recommendations for base map layout in GIS and corresponding graphic <br />layout for 8'/2 by 11 and/or 11 by 17 inch exhibits for General Plan Update document. <br />Market and Fiscal Analysis (PS2) <br />Analyze existing baseline market conditions, the market need for various land use types, <br />and anticipated fiscal impacts and viability proposed Land Use Visioning Map areas to <br />transition from non-residential to residential uses. Identify potential innovative land use <br />mixes and market forces to consider for long term economic sustainability. Provide <br />subjective analysis of fiscal impacts of selected Preferred Land Use Alternatives. <br />Green & Complete Public Realm (PS3) <br />1) Conduct a literature search of best practices for "green", sustainable, complete <br />corridors, and public realm plans. Summarize results and identify sources. <br />2) Building on literature search, create a Public Realm Plan Resource Guide and <br />template to facilitate the creation of future public realm plans used by Santa Ana City <br />staff. This will include but not limited to eco -friendly swales in parkways, a menu of <br />corridor design features supporting walkability, biking, transit and non -motorized <br />travel, as well as landscape and design solutions that promote active streets, a scenic <br />6/15/17 3 <br />55B-7 <br />
