REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 5, 2017 <br />TITLE: <br />MEMORANDUM OF <br />UNDERSTANDING - SANTA ANA <br />POLICE OFFICERS ASSOCIATION <br />(SAPOA) (STRATEGIC PLAN NO. <br />7,4&6) <br />TY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />011=i1TV <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 s Reading <br />❑ Ordinance on 2"d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a Memorandum of Understanding <br />with the Police Officers Association, subject to non -substantive changes approved by the City <br />Manager and City Attorney, regarding wages and other terms and conditions of employment for a <br />one-year period ending June 30, 2018. <br />DISCUSSION <br />The City and the SAPOA recently completed contract negotiations resulting in a new one-year <br />Memorandum of Understanding (MOU). The MOU covers July 1, 2017 through June 30, 2018. <br />The terms reflect direction given to staff by City Council on June 6, 2017. the SAPOA voted and <br />approved these terms on June 13, 2017. <br />The major provisions of this agreement include: <br />1. Term: A one-year term, from July 1, 2017 through June 30, 2018. <br />2. Salary: Effective July 1, 2017, the base salary of employees covered by this MOU shall be <br />increased by two -three quarters percent (2.75%). Effective January 1, 2018, the base salary <br />of employees covered by this MOU shall be increased by two -three quarters percent (2.75%). <br />3. Career Development Program: Effective July 1, 2017 Career Development pay for non -sworn <br />SAPOA members will be to increase base pay from 2.5% to 5% for an AA degree, from 5% <br />to 7.5% for a BS degree and a third level of 10% for a Master's Degree shall be added. This <br />shall only apply to classifications which do not require a degree. <br />4. Longevity Pay: Implementation of a new section which provides for a Longevity Program for <br />sworn employees. Sworn employees will be paid 2.5% above his or her base monthly salary <br />step for the completion of 15 years of service through 19 years of service and at the <br />completion of 20 years of service or more, sworn employees will be paid 2.5% above his or <br />her base monthly salary step. <br />25C-1 <br />
