Ordinance — Second Reading: FY 17-18 Budget <br />July 5, 2017 <br />Page 3 <br />Furthermore, the following ordinance was introduced for first reading and City Council authorized <br />publication of title by a vote of 5-1 (Martinez dissented and Tinajero absent): <br />ORDINANCE NO. NS -2919 - ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROPRIATING MONIES TO THE SEVERAL OFFICES, AGENCIES, <br />AND DEPARTMENTS OF THE CITY FOR FISCAL YEAR BUDGET PERIOD <br />COMMENCING JULY 1, 2017 <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #4 — City Financial Stability, <br />Objective #2 (provide a reliable five-year financial forecast that ensures financial stability in <br />accordance with the strategic plan), Strategy A (adopt a budget that is in alignment with the <br />financial forecast and strategic plan). <br />FISCAL IMPACT <br />The addition of the City Attorney's Office budget to investigate Police Department oversight <br />options will increase both the City and General Fund Budgets respectively in the amount of <br />$35,000. The expenditure increase is offset by a corresponding increase in the revenue account <br />of Earnings on Investment (01102002-58000) to $753,000. The increase in revenue is as a <br />result of a recent increase by the Federal Government of interest rates which impact the City's <br />investment portfolio in a positive manner. <br />With the approval of the Second Reading, the proposed fiscal year 2017-18 budget in the amount <br />of $510,713,778 will be appropriated to the City's various funds, departments, programs and <br />enterprise activities.
