• Albert Castillo, request copy of financial audit; troubled that Interim City <br />Manager appointed Acting Police Chief Valentine without community input. <br />• Moises Vazquez, support youth programs; open school grounds (school joint <br />use partnerships). <br />• Claudia Perez, opposed to blame game; allocate funds that will assist youth <br />and future of our community. <br />• Sergio Barragan, opposed to funding law enforcement; need prevention <br />programs and investment in youth. <br />• David Celedon, noted that 53% of budget on public safety instead of <br />deterrent programs. <br />• Ignacio Rios, Jr., consider funding a youth services department that will <br />review all programs holistically. <br />• Perla Dionicio, request mental health and other social programs that will <br />assist youth in our community. <br />Council discussion ensued. <br />Councilmember Benavides, important to prioritize all programs that will assist <br />our residents; reasonable requests heard and should be considered; propose to <br />amend the budget to include youth coordinator. <br />Mayor Pro Tem Martinez, noted that City of Richmond is very similar to Santa <br />Ana; PERS rates are expected to increase; spoke of past service cuts. <br />Councilmember Sarmiento, reservations with some line items; $3.7 million <br />impact if item #2 not considered; jail reuse study underway to consider use for <br />the other half of the jail administration; consider continuing to July 5t' and <br />consider some comments tonight. <br /> <br /> <br /> <br />Matter suspended to allow Councilmember Tinajero to participate in the meeting on Agenda <br />Item 80A. <br />TELECONFERENCE - Pursuant to Government Code Section 54953(b), Councilmember <br />Tinajero participated in a portion of the meeting via teleconference from Holiday Inn Hotel in <br />Birmingham -Airport, 5000 Richard Arrington Jr Blvd N, Birmingham, AL 35212 at 8:56 p.m.. <br />The Agenda for said meeting was posted at said location as required by the Brown Act.*** <br />JOINT ITEM OF THE CITY COUNCIL AND HOUSING AUTHORITY <br />CITY COUNCIL MINUTES 23 JUNE 20, 2017 <br />
