Santa Ana - Garden Grove Streetcar Project <br />Traffic Study Addendum <br />3.5.2 Intersection ICU Analysis with TSP <br />A level of service analysis was conducted using the ICU methodology to compare results from the Traffic Impact <br />Assessment (2012) to the new street design concept with traffic signal priority and is summarized in Table 3-10. <br />Table 3-10 LOS Summary -Street Design Concept with TSP (ICU <br />Methodology) <br />Notes: ICU - intersection capacity utilization (volume -to -capacity ratio) <br />* Includes proposed Santa Ana Boulevard reclassification (reduction in eastbound and westbound through lanes from 4 lanes <br />to 2 lanes). <br />+ Configuration reflects the removal of existing WB free right -turn due to proposed station relocation. <br />' Lane configuration based on proposed HNTB Santa Ana Boulevard Street Design Concept. <br />' Includes capacity adjustments (increase in capacity for streetcar movements, decrease in capacity for all other movements). <br />As shown in Table 3-10, the application of TSP (increase in capacity by 15 percent for streetcar movements with a <br />reduction in capacity by 15 percent for all other movements) to all the affected intersections would not result in <br />any deterioration of LOS from acceptable to unacceptable. Throughout the streetcar alignment, TSP would result <br />in a 0.01 decrease in ICU during the AM peak hour and a 0.01 increase during the PM peak hour.
