OCTA I Santa Ana/Garden Grove Fixed Guideway Project <br />FNNoise and Vibration Technical Addendum <br />Memo <br />Date: Tuesday, February 21, 2017 <br />Project: Santa Ana/Garden Grove Fixed Guideway Project <br />To: Mary Shavalier/Program Manager, OCTA <br />From: Keith Lay, Senior Air Quality and Noise Specialist <br />Subject: Noise and Vibration Technical Addendum in Support of Engineering Refinements <br />This noise and vibration re-evaluation and Addendum to the Santa Ana/Garden Grove Fixed <br />Guideway Project (Project) has been prepared to address additional design modifications to the <br />Project resulting from engineering refinements in advancing Preliminary Engineering (30%) <br />design to 60% design. This document is supplemental to a previous Supplemental Noise and <br />Vibration Technical Memorandum, which was completed to study design modifications resulting <br />from 30% design in June 2016. <br />This memorandum presents the results of the supplemental noise and vibration technical <br />analysis of the proposed minor modifications. The results of this analysis are based on an <br />assessment and review of the currently proposed minor modifications/engineering refinement as <br />compared to the 30% design was the basis of evaluation in the June 2016 memorandum. The <br />methodology of the FTA Noise and Vibration Manual (May 2006) was followed for this <br />supplemental analysis. <br />Project Background <br />The Project is a proposed as an approximately 4 -route mile modern streetcar line that will <br />connect the Santa Ana Regional Transportation Center (SARTC) to Downtown Santa Ana and a <br />new transportation hub located near the intersection of Harbor Boulevard and Westminster <br />Avenue in Garden Grove. <br />Construction and operation of the Project (the adopted Locally Preferred Alternative, or "LPA") <br />was approved by the Federal Transit Administration (FTA) in a Finding of No Significant Impact <br />(FONSI), dated March 10, 2015 based on the findings of the Revised Environmental <br />Assessment (EA) (January 2015), pursuant to the National Environmental Policy Act (NEPA). <br />The City of Santa Ana certified the Environmental Impact Report (EIR) (State Clearinghouse <br />#2010051060) in January 2015, which was subsequently adopted by OCTA. OCTA is a CEQA <br />"Responsible Agency" as defined by CEQA Guideline 15381. Pursuant to CEQA Guideline <br />15381, "Responsible Agency" means "a public agency which proposes to carry out or approve a <br />project, for which a Lead Agency is preparing or has prepared an EIR or Negative Declaration." <br />The approved Project was based on a conceptual level of engineering. Subsequent to Project <br />approval in 2015, OCTA has taken the lead in advancing the design and implementation of the <br />Project. As part of this engineering design phase, OCTA is proposing some modifications to the <br />Project as it was defined and analyzed in the EIR.
