REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 1, 2017 <br />TITLE: <br />APPROVE AN AGREEMENT WITH <br />RINCON CONSULTANTS, INC. <br />FOR ENVIRONMENTAL SERVICES <br />{STRATEGIC PLAN NO. 5, 4} , <br />INTE C TY MAN <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an on-call consultant <br />agreement for environmental services with Rincon Consultants, Inc. for a three-year term <br />beginning on August 1, 2017, and expiring on July 31, 2020 in the amount of $200,000, subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />At its regular meeting on June 28, 2017, by a vote of 5:0 (A. Cano absent), the Community <br />Redevelopment and Housing Commission approved the recommended action. <br />DISCUSSION <br />As an entitlement jurisdiction, the City receives an annual allocation of Community Development <br />Block Grant (CDBG) funds, HOME Investment Partnerships Program (HOME) funds, and <br />Emergency Solutions Grants (ESG) funds from the U.S. Department of Housing and Urban <br />Development (HUD). All projects and programs funded by these federal grants must undergo <br />environmental assessments and /or reviews. <br />On May 1, 2017, the City of Santa Ana issued a Request for Proposals (RFP #17-050) to retain a <br />single environmental consultant to provide environmental assessments and/or reviews on an as - <br />needed basis. The RFP was posted on the City's website; public notice was published in the <br />Orange County Register; and letters announcing the RFP were sent by e-mail to individuals and <br />firms who had previously requested to be informed of such opportunities as well as other firms <br />that staff identified through research. The deadline for the first round submission of complete <br />applications was Thursday, June 1, 2017 at 3:OOPM. <br />25A-1 <br />
