Reclaimed wastewater currently produced by OCWD is <br />suitable for a number of non -potable uses, including, but not <br />limited to, landscape irrigation and industrial uses. <br />D. RETAILER is a municipal corporation organized and <br />existing pursuant to the laws of the State of California. <br />RETAILER is the exclusive retail water purveyor, including <br />water for residential, industrial, commercial, public agency, <br />agricultural and other uses, within RETAILER's boundaries. <br />RETAILER currently distributes potable water in part <br />purchased from the MWD and in part produced from groundwater <br />within its boundaries. The corporate and water service <br />boundaries of RETAILER are within the jurisdictional <br />boundaries of OCWD. <br />E. Landscape irrigation and industrial water users <br />within the jurisdictional and service boundaries of RETAILER <br />currently either purchase potable water from RETAILER for <br />their use, or produce water from the groundwater basin by <br />means of their own facilities for their own use, which <br />private groundwater production is under the jurisdiction and <br />control of OCWD. <br />F. OCWD desires to construct, operate and maintain a <br />water treatment facility, transmission mains and distribution <br />pipeline system (including mainlines and service lines) and, <br />in some cases, on-site plumbing, to be known as the "Green <br />Acres Project," for the purpose of reclaiming wastewater <br />received from CSDOC (hereinafter, "Project Water") and <br />distributing the Project Water for appropriate landscape <br />25B-4 <br />-2- <br />EXHIBIT 1 <br />
