Fire Alarm <br />The fire alarm system is EST. It is original to the building and is operating without <br />issues. The sprinkler heads are original to the building and are functioning as <br />intended. The manufacturer is unknown. <br />Electrical <br />■ The Cutler Hammer electrical system is original to the building. It is operating without <br />issues. <br />Security and Electronics <br />The electronic security system is the first defense in maintaining security of the <br />facility. In 2016, the City replaced the core security electronics operating component <br />units of the jail's automated system with new Programmable Logic Controllers <br />(PLCs). Staff have also been thoroughly trained in the operation and use of the PLC <br />components. As funding permits, the jail intends to replace other aging original <br />electronic components and system equipment including (a) touch screens, (b) <br />original camera, (c) monitors, (d) motorized locks, (e) pneumatic locks (Airteq), (f) <br />sallyport door locks, and (g) intercoms. <br />Circulation Paths <br />■ Circulation inside the facility as well as the tunnel is well maintained and adequate in <br />most areas. <br />Public Areas <br />The Public Area/Lobby of the facility is adequate and meets current needs. The high- <br />end finishes make for an impressive entry into the second floor of the facility. <br />Building System Deficiencies: <br />Handicap Access <br />ADA standards were just emerging in the mid -nineties, near the time the Santa Ana <br />City Jail was constructed. It was of the opinion by some that jails were exempt <br />because of the security requirements. On June 15, 1998, the Supreme Court of the <br />United States rendered an opinion which prohibits a "public entity" from discriminating <br />against a "qualified individual with a disability" because of that individual's disability. <br />Although many accommodations have been designed into the correctional facility, <br />some items such as signage and restrooms may fall short of the standard. <br />Healthcare Space <br />• The medical and mental health treatment areas are severely deficient in space <br />compared to other medium-sized facilities in California of the comparable age. <br />Additional treatment rooms and staff areas should be expanded to serve existing and <br />future inmate population needs. <br />65A-12 <br />
