Grand Avenue Widening Project Environmental Impact Report Section 6.0 <br />with the payment of impact fees, they will not be reduced to below a level of significance. <br />Therefore, the Land Use Element will result in cumulative significant adverse impacts related to <br />public services. <br />As discussed in the IS, the proposed Grand Avenue widening project is not anticipated to result in <br />significant adverse impacts related to public services. There is anticipated to be a minor increase in <br />the demand for fire protection and police services in the area as a result of the greater number of <br />vehicles on this segment of Grand Avenue. This demand is within the service capacities of the <br />SAFD and SAPD and, therefore, will not result in an adverse impact. The widening of Grand <br />Avenue will not generate the demand for housing and, therefore, will not lead to an increase in the <br />demand for school facilities. As documented in the IS, the Grand Avenue widening will not result <br />in significant adverse impacts on public services. Therefore, the Grand Avenue widening will not <br />contribute to a cumulative significant adverse impact on public services in the City of Santa Ana. <br />6.2.14 CUMULATIVE IMPACTS RELATED TO UTILITIES AND SERVICE SYSTEMS <br />The transportation improvements under the Circulation Element would not result in significant <br />adverse impacts related to natural gas, water, power, sewer, solid waste or communication services. <br />Incremental increases in storm water runoff are anticipated. However, these increases are not <br />anticipated to result in flooding and, therefore, are not significant. <br />Buildout of the Land Use Element would increase the use of imported water and groundwater <br />resources. Water conservation measures will reduce these impacts. New development will also <br />increase sewage flow and may require the County Sanitation Districts of Orange County to expand <br />its treatment facilities, which is a significant unavoidable impact of the Land Use Element. <br />Buildout of the Land Use Element is not anticipated to result in adverse impacts on natural gas, <br />storm drain or solid waste facilities. <br />As discussed in the IS, the proposed widening of Grand Avenue is not anticipated to result in <br />significant adverse impacts on public utilities. Therefore, the Grand Avenue widening will not <br />contribute to a cumulative significant adverse impact on public utilities. <br />6.2.15 CUMULATIVE IMPACTS RELATED TO AESTHETICS <br />Buildout of the Land Use Element will result in changes to the overall visual quality of the area and <br />will create a more urban character in the City. Changes in land uses may result in new sources of <br />light and glare which may impact adjacent sensitive uses. Compliance with the City's design and <br />development standards would avoid or substantially reduce these potential adverse aesthetic <br />impacts. Transportation improvements under the Circulation Element would result in wider roads <br />and more paved areas which would change the visual quality of the area. City required setback <br />requirements and the provision of landscaped medians would improve the visual quality of streets in <br />the City. These potential aesthetic impacts under the Land Use and Circulation Elements are not <br />considered to be cumulative significant adverse impacts. <br />As discussed in the IS, the proposed Grand Avenue widening may result in new sources of light <br />associated with new development and off street parking facilities.
