Grand Avenue Widening Project Environmental Impact Report Section 6.0 <br />to be significant because all light fixtures and exterior finishes would be subject to the City's <br />required design standards, development standards and landscape setback requirements. Therefore, <br />the proposed Grand Avenue widening would not contribute to a cumulative significant adverse <br />impact related to aesthetics, light and glare. <br />6.2.16 CUMULATIVE IMPACTS RELATED TO CULTURAL RESOURCES <br />Buildout of the Land Use and Circulation Elements may result in the removal or disturbance of <br />historic, archaeological and/or paleontological resources. These impacts will be substantially <br />mitigated based on implementation of existing City policies regarding the preservation and <br />protection of cultural resources. Therefore, the Land Use and Circulation Elements will not result in <br />cumulative adverse impacts on cultural resources. <br />As discussed in the IS, the proposed widening of Grand Avenue is not anticipated to result in any <br />impacts on paleontological resources. As discussed earlier in Section 3.7 (Cultural Resources), the <br />proposed Grand Avenue widening will not result in adverse impacts on archeological resources. <br />As described in Section 3.7.4 (Impacts Related to Cultural Resources), Alternatives 1 and 2 will <br />result in significant adverse impacts on residences at 702 and 714 North Grand Avenue which <br />appear to be eligible for listing on the Santa Ana Register of Historic Property. Mitigation <br />measure CR -7 would potentially avoid or partially reduce these impacts. In the event that the <br />City cannot avoid acquisition of these properties, the impacts of Alternatives 1 and 2 on these <br />resources, even with implementation of mitigation measure CR -7, would be significant, adverse <br />and unavoidable. However, because the Land Use Element will not result in a cumulative <br />adverse impact on cultural resources, the removal of these two structures under Alternatives 1 <br />and 2 would not be expected to contribute to a cumulative significant adverse impact on historic <br />resources throughout the entire City. Therefore, the proposed widening will not contribute to <br />significant cumulative adverse impacts on cultural resources. <br />6.2.17 CUMULATIVE IMPACTS RELATED TO RECREATION <br />Buildout of the Land Use Element would result in population increases which would increase the <br />demand for parks and recreational facilities in the City. Existing recreational facilities in the City <br />would accommodate some of this new demand. However, cumulatively, the demand for parks <br />under buildout of the Land Use Element is anticipated to be significant because demand is <br />anticipated to exceed the capacities of existing recreation facilities in the City. <br />The transportation improvements proposed. under the Circulation Element will not result in <br />significant increases in the demand for parks and other recreational facilities. During construction <br />of transportation improvements, the continuity of bike paths and connectivity of recreational <br />facilities may be affected. However, these impacts are temporary and are not anticipated to be <br />significant. The potential extension of State Route 57 along the Santa Ana River greenbelt corridor <br />could adversely affect this resource. <br />As discussed in the IS, the proposed widening of Grand Avenue is not anticipated to increase the <br />demand for recreational facilities as the project by itself will not increase population in the area. <br />Therefore, although buildout of the Land Use and Circulation Elements will result in a significant <br />F.- PROJ-ENVIGrand eirlNew Text - GrandlSection 6.0-new.doc Page 6-16 <br />
