REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 15, 2017 <br />TITLE: <br />AGREEMENT WITH THE CALIFORNIA <br />STATE LIBRARY AND APPROPRIATION <br />ADJUSTMENT FOR YOUTH KNOW: <br />COMMUNITY SOCIAL INNOVATION <br />PROJECT <br />(STRATEGIC PLAN NO. 212A) <br />O(TY MAN <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve a Resolution of the City Council of the City of Santa Ana accepting the award of a <br />Pitch -an -Idea Grant and authorizing the Executive Director of the Parks, Recreation and <br />Community Services Department to execute any paperwork necessary to comply with the <br />Grant. <br />Approve an appropriation adjustment recognizing grant revenue in the amount of $65,800 <br />in the Library Services and Technology Act -Grant Awards revenue account (no. 15411002 <br />52001) and appropriating the same amount to the Library Services and Technology Act - <br />Grant Awards expenditure accounts (no. 15411193 various). <br />DISCUSSION <br />On January 30, 2017, the State of California Library issued a Notice of Funding Availability from the <br />Library Services and Technology Act under the 'Pitch -An -Idea" Grant. Parks, Recreation and <br />Community Services Agency (PRCSA) - Library Division submitted a proposal for a "Youth Know: <br />Community Social Innovation Project', which promotes youth civic engagement. After State review <br />of various ideas, the City was invited to participate in a conference call to elaborate on the "Pitch - <br />An -Idea' proposal. <br />The Youth Know program will utilize experienced Youth Civic Engagement interns to mentor and <br />guide teen/young adult volunteers in the development of the skills required to find out about issues <br />of interest, analyze that information, develop possible paths to improvement/mitigation, and <br />promote their ideas to the community and support services. <br />On June 26, 2017, the City received an award letter informing the City that the grant application <br />was approved for the requested amount. In order to comply with the terms of the Grant, the City <br />needs to execute certain certifications, assurances, and other documents. Staff is requesting that <br />55A-1 <br />
