Land Management Committee, Funding Committee and Membership <br />Committee. The committee is currently developing a business plan and <br />has identified $15,000 this first year. The goal is to help cultivate local <br />businesses and opportunities for growth. The city has approximately 97 <br />vacant lots that are underutilized. The Community Land Trust can help <br />remove a burden from the city and help develop these properties, through <br />business, open space park or investments. Community Land Trust would <br />like to work with the city to identify these properties. Nancy cited a few <br />examples. <br />o Public Comments: <br />• Carla Lopez indicated she works with a Neighborhood OC a local non- <br />profit that is partnering with PRIDE. <br />• Maritza Bustamante and Abby Cruz provided their experience in living <br />around vacant land in their neighborhood that can be used for parks, <br />business or residential homes. <br />• Marcos Rodriguez indicated he supports CLT. They provide the <br />community a chance to coordinate the improvements on land that is <br />owned by the community. <br />• Jose Rea indicated he represents the Madison Neighborhood <br />Association and is excited to see the Pacific Electric Park starting to be <br />developed. He also supports improvements for the youth and CLT. <br />• Marcela Rosas indicated she is an advocate for affordable housing and <br />gave example on how she shared a house with her mom and two <br />brothers. <br />o Council Comments: <br />■ Councilmember Benavides thanked the community for their <br />presentation on the actions that City Council has taken. The City <br />Council has learned from Community Partnership. CLT is a new <br />concept for Santa Ana, but not for the country. Councilmember <br />provided examples of partnering to develop vacant land. <br />• Councilmember Solorio indicated we have had some type of <br />Community Land Trust in the past. All city land is owned by the public, <br />This would empower the community to shape/maintain the land. This is <br />not the only type of structure. Need to find out what land can be sold or <br />used for parks. All vacant land should be put to good use. Need to find <br />out what properties is not being used/maintained and identify a <br />process to resolve and put it to use. <br />■ Acting City Manager Cortez indicated Civic Center Barrio was similar <br />but not the same. <br />• Councilmember Villegas indicated land could be used for community <br />garden, but need to perform soil testing before identifying this use. <br />c Action: To continue working with Community Land Trust, look at other <br />pertinent public uses and staff to bring item back when appropriate. <br />• Motion by Councilmember Benavides.
