SITE PLAN REVIEW NO. 2017-05 <br />(Applicant: Carlos Bustamante representing Urban Living Properties, LLC) <br /> <br />Vice Chair McLoughlin and Commissioner Bacerra disclosed communication with Carlos <br />Bustamante and Debbie McEwen. <br /> <br />Senior Planner McCann provided a presentation which included a project description, <br />background information, site description, proposed exterior modifications and project <br />analysis. Ms. McCann noted the property is located in the French Park Historic District <br />Specific Development (SD-19) zoning district, and that the proposed exterior modifications <br />are not consistent with the Secretary of Interior Standards and Historic French Park <br />Design Guidelines. Discussion ensued regarding the permit timeline and the French Park <br />Neighborhood Architectural Review Committee process. Applicant spoke in support of the <br />site plan review, clarified information on building permits, the poor condition of the <br />property, and read a support letter from French Park Care Center. Debbie McEwen, <br />representing French Park Neighborhood Association, affirmed that modifications to historic <br />structures was not supported and the role of the established historic Neighborhood Review <br />process. Planning Manager Neal commented that as the property is located in the SD-19 <br />zoning district the key policy consideration is consistency with historic design guidelines. <br /> <br />A-2
