<br />PLANNING COMMISSION MINUTES 3 JULY 10, 2017 <br /> <br />MOTION: Adopt a resolution denying Site Plan Review No. 2017-05. <br /> <br /> MOTION: Nguyen SECOND: Contreras-Leo <br /> <br />Discussion ensued on the window repairs. Jeff Dickman, Historic French Park <br />Architectural Review Committee member, answered questions on the review process, <br />spoke on the design guidelines and provided examples of home repairs in the <br />neighborhood. <br /> <br />Commissioner Nguyen withdrew motion. <br /> <br />SUBSTITUTE MOTION: Continue Site Plan Review No. 2017-05 to a date uncertain <br />with specific direction that the applicant work with staff and the French Park <br />Neighborhood Architectural Review Committee to come up with a compromise <br />emphasizing the façade. <br /> <br />MOTION: Bacerra SECOND: Nguyen <br />VOTE: AYES: Bacerra, Contreras-Leo, McLoughlin, Mendoza, Nguyen (5) <br /> NOES: None (0) <br /> ABSTAIN: None (0) <br /> ABSENT: Alderete, Verino (2) <br /> <br /> <br />2. PUBLIC HEARING - MODIFY CONDITIONAL USE PERMIT NO. 2011-09 <br />(Applicant: Josefat Zamora representing Mariscos Zamora) <br /> <br />Legal notice published in the Orange County Reporter on June 30, 2017 and notices <br />mailed on June 29, 2017. <br /> <br />Planning Technician Mar provided a presentation which included a project description, site <br />description, site and floor plan, and project analysis. Discussion ensued regarding the <br />upgrade of the license, signage, unpermitted tenant improvements and entertainment <br />permit. Paul Sepulveda, business manager, spoke in support of the matter. Vice Chair <br />McLoughlin opened the public hearing. Chris Schmidt, representative from Windsor <br />Village Neighborhood Association, requested that the item be continued to address the <br />excessive signage and LED flashing animated sign. There were no additional speakers <br />and the public hearing was closed. <br /> <br />MOTION: Adopt a resolution approving modification to Conditional Use Permit <br />No. 2011-09 as conditioned. <br /> <br />A-3
