Authorize the City Manager and the Clerk of the Council to award and execute a construction <br />contract to California Professional Engineering, Inc., the lowest responsible bidder, in <br />accordance with the base bid in the amount of $94,500, for the term beginning upon <br />execution of the contract and ending upon project completion, for construction of the <br />Thornton Park Security Lighting Project, subject to nonsubstantive changes approved by the <br />City Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated project delivery cost of $127,575, <br />which includes the contract base bid, administration, inspection, testing, and an $18,900 <br />contingency. <br />DISCUSSION <br />The existing security lighting at Thornton Park was installed over 29 years ago. The light poles <br />have deteriorated and require replacement to enhance public safety. This project will replace all <br />existing poles with new poles and foundations, and will install new energy efficient LED light <br />fixtures to enhance security lighting at Thornton Park (Exhibit 1). The improvements will also <br />include vandal -resistant security light concrete poles, and will further expand and increase the <br />lighting levels of the parking lot. <br />A Notice Inviting Bids was advertised on May 16 and May 23, 2017, and bids were opened on <br />June 6, 2017.
