REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 5, 2017 <br />TITLE: <br />AWARD CONTRACT FOR 17TH STREET <br />WATER MAIN IMPROVEMENTS — PHASE 2; <br />(PROJECT 166468) <br />(STRATEGIC PLAN NO. 6, 1C) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1"Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to award and execute a construction contract to <br />AMPCO Contracting, Inc., the lowest responsible bidder, in accordance with the bid in the amount of <br />$1,129,000, for the term beginning upon execution of the contract and ending upon project <br />completion, for the construction of the 17th Street Water Main Improvements — Phase 2 Project, <br />subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated project delivery cost of $1,411,250, which <br />includes the contract base amount, administration, inspection, testing, and a $112,900 contingency. <br />DISCUSSION <br />The existing 10 -inch diameter cast iron water main located on 17th Street between Bristol Street and <br />Flower Street (Exhibit 1) was installed in the 1950s and has been experiencing a number of significant <br />breaks and leaks. Staff monitors the condition of water main pipelines by assessing critical factors such as <br />history of breaks, size, location, and system redundancy to determine the replacement priorities. The <br />improvements for this priority location include the construction of a new 8" & 12" polyvinyl chloride water <br />main, fire hydrants, water services, and appurtenances. Once this project is completed, water service <br />reliability and quality of service will improve significantly. In addition, water main breaks and the possibility <br />of a loss of service will be substantially reduced. <br />The Notice Inviting Bids was advertised on June 2 and June 5, 2017, and bids were opened on June 29, <br />2017.
