In accordance with CEQA, the recommended actions have been reviewed <br />through an Initial Study (ER No. 2016-143), <br />The proposed project has been reviewed through an Addendum to the.previously <br />certified Environmental Impact Report 2000-01. CEQA guidelines (California Code <br />of Regulations 15000, et seq.) authorizes the use of an addendum for the purpose <br />of making minor or technical changes, as long as these changes do not rise to the <br />level of requiring a subsequent or supplemental EIR pursuant to CEQA Guidelines <br />15162. <br />The originally certified Environmental Impact Report Was analyzed in light -of the. <br />revised site :plan and, iLwas determined that there are no new significant impacts <br />resulting from the new plan. Several mitigation measures that required <br />modification andlor further clarification have been added to the conditions of <br />approval for this project. Additionally, a trip generation _comparison was performed <br />to,analyze the potential changes in traffic circulation as.a result ih a change to <br />traffic patterns over the past few years. The result of the traffic analysis concluded <br />that the residential use at this site will result In 75 fewer trips in the morning peak <br />hour, 42 fewer trips -.in the afternoon peak hour and 278 less trips on a daily basis. <br />According to the revised study, the proposed project will not,exceed, either <br />individually or cumulatively, a level of service standard established -by the County <br />congestion management agency for designated roads or highways. Therefore, no <br />additional review or mitigation measures related to traffic are needed. <br />The determination that there are no new significant impacts or any increases in <br />the' severity of the Impacts previously identified in the original Environmental <br />Impact Report mean that in accordance with CEQA Section 15164, the Addendum <br />to the previously certified Armstrong Ranch project EIR and Mitigation Monitoring <br />and Re ortin Pro ram is the appropriate document for the actions proposed. <br />Strate <br />ic Pla�'`Alignfnent; <br />Goal(s) and <br />Approval of this item supports the City's efforts to meet Goal No. 3 Economic, <br />Pollcy(s) <br />Development, Objectives No. 2 (create new opportunities for business/job growth <br />and encourage private development through new General Plan and Zoning <br />Ordnance -policies) and No. 5 (leverage private investment that results in tax base <br />expansion and job creation citywide) of,the,Santa Ana Strategic Plan_ Moreover, <br />approval of this item ,supports !Goal No. 5 Community Health, Livability, <br />Engagement & Sustainability, Objectives, No. 3 (facilitate diverse housing <br />opportunities and support efforts to 'preserve and improve the livability of Santa. <br />Ana neighborhoods). <br />75B-8 <br />
