ZOA No: 2017-02 & TTM No. 2017-01 <br />September 11, 2017 <br />Page 5 <br />Tentative Tract Ma <br />Tentative tract map requests are governed by Section 34-119 through 34-318 of the SAMC. <br />Tentative tract map requests may be granted when it can be shown that the project is consistent <br />with all elements of the General Plan, conforms to all zoning and subdivision codes, is physically <br />suitable for the type and density of the project,, will not cause substantial environmental damage <br />or avoidably injure fish and wildlife or their habitat, will not cause serious public health problems, <br />and will not conflict with easements necessary for public access through or use of the property. <br />The applicant is proposing to subdivide the existing 6.7 -acre parcel of land into 43 lots, with 42 <br />lots dedicated to single-family residences, and one lot for open space purposes. Based on a <br />review.of the tentative map. by the Planning Division. and Public Works Agency, the project has <br />been designed to be in compliance with the applicable developmentstandards found in Chapters <br />34 (Subdivisi(in) and 41 (Zoning) of the -Santa Ana Municipal Code and with the applicable SD -4 <br />zoning document. <br />The project will promote a .development suitable for the site' and will provide an additional <br />opportunity to -purchase a residence in the City. The project will also contribute to the promotion <br />of .jobs -housing balance in this area of the City. Additionally, the development, through the <br />construction of the proposed public improvements and site amenities, will contribute to the <br />enhancement of a portion.of the city that.has seen minimal investment in recent years. Based on <br />the initial study prepared for the project; no environmental or fish and wildlife impacts will occur <br />since the parcei.is vacant. Finally, the development of the site will not result in any serious public <br />health problems nor are there any public easements recorded on the,subject site. <br />Approval of the tract map will be consistent with the goals and policies identified in the. City's <br />General Plan. Goal 1 of the Land Use Element encourages the City to prorimote a balance of land <br />uses to address. basic. community needs. This development proposal will result in the <br />construction of move -up single-family housing, which is not typically found in Santa Ana. The <br />project is also consistent with Goal 3 to, preserve and improve the character and integrity of <br />existing neighborhoods. Approval of this project will enhance the character of the immediate, <br />area as well as the neighborhoods that surround the development; resulting in an increase in <br />property values. The project is also consistent with Goal 6 to reduce residential overcrowding to <br />promote public health and safety. This project will result in the construction of 42 residential <br />units, thereby providing,an opportunity for residents to, move into a housing development built to <br />current building code standards. Policy No. 1.5 promotes the maintenance and fostering of a <br />variety of residential land uses in the City, Policy No. 2.4 supports pedestrian access between <br />commercial uses, and residential neighborhoods which are in close proximity, :and Policy No. 3.1 <br />supports development which provides a positive contribution to neighborhood character and <br />identity. <br />75B-7 <br />
