In 1996, California <br />C)Nmunicipalities were struggling to appropriately implement local <br />funding tools <br />while trying to Interpret Proposition 13 and a host <br />of other rules and regulations. Then, Proposition <br />218 entered the scene making municipal funding <br />even more challenging. Seeing the potentially <br />negative effects this could have on local <br />communities, several experienced and concerned <br />finance and engineering professionals gathered to <br />create NBS. <br />While the firm originally focused on Special <br />Financing Districts, specifically the formation and <br />administration of special assessments and taxes, <br />we have evolved with our clients' needs. That <br />evolution gave rise to a Financial Consulting <br />practice that focuses on sustainable water and <br />wastewater utility rate programs, cost allocation, <br />cost recovery, and legally justified fee design. <br />Across all practice areas, we have worked with <br />more than 350 public agencies to date; including <br />cities, counties, municipal utilities, and special <br />purpose districts. <br />Our primary areas of continual investment include <br />the highest -quality training, software and <br />technology.
