The lead team from NBS for the City of Santa's project is comprised of rate and fee setting experts <br />who are recognized leaders in their field. They are often asked to teach continuing education <br />courses and participate in workouts for troubled agencies. The City can be assured, NBS' team <br />has an In-depth understanding of all changes to laws, codes and regulations affecting local <br />governments, including Propositions 218 and 26. <br />While the team members assigned to this study currently serve many municipal agencies through- <br />out the State, we do not anticipate any difficulties in giving this project its due attention and <br />dedication. The team presented in this proposal will be available and are fully committed to <br />completing the study and meeting the deadlines of this project, and will be present as needed for <br />meetings and presentations. <br />Expertise and Continuing Education <br />We require all professional staff to continue their education by attending professional training and <br />personal growth seminars provided by both in-house experts and outside sources. We also <br />frequently conduct internal training sessions to discover and discuss changes to key regulatory <br />and governmental issues that may affect our clients. <br />Our Publications <br />In addition, we present a unique set of qualifications and <br />training to support our depth of experience and <br />understanding in the work we perform. We believe In <br />continuing education not only for our own team <br />members, but also for our clients and other municipal <br />agency employees. As industry leaders, we have <br />published two books on related industry topics that can <br />be downloaded for free at www.nbsgov.com/publications <br />or ordered through our office at 800.676.7516. <br />The Special Financing Districts Primer (Revised and <br />republished in 2015) has been credited as the best <br />publication on SFDs in a decade by prominent industry <br />professionals. <br />The Rates, Fees and Charges Compendium, released <br />2015, has received high regard and interest from industry <br />professionals. <br />Many public agencies utilize our publications as resources <br />and training tools for their own staff. <br />Key Personnel <br />NBS' staff of 40 professionals have extensive experience in the fields of finance, management, <br />engineering, and local governance and combine their knowledge to produce a synergy that results <br />in maximum success and minimum risk.
