Civic Center Drive, for sixty <br />(60) months commencing upon completion of tenant improvements on or around April 1, 2018 to <br />March 31, 2023 for a total amount not to exceed $2,708,054.28, subject to any non -substantive <br />modifications authorized by the City Manager and City Attorney. <br />DISCUSSION <br />The City receives federal Workforce Innovation and Opportunity Act (WIOA) funds to provide <br />employment and vocational training services to low income or unemployed residents as well as <br />assist businesses with employment and skills training needs. One of the requirements of WIOA <br />is for the City to maintain a comprehensive One Stop Center. The Santa Ana WORK Center <br />(WORK Center) fulfills this requirement for the City. <br />The WORK Center is a component of the City's economic development efforts and provides <br />employment and training services and assists Santa Ana based businesses in acquiring skilled <br />employees. In fiscal year 2015-16, the WORK Center served 26,910 people and invested over <br />$774,000 in direct vocational skills training. More than 4,000 clients received one-on-one <br />assistance with their resumes and 68% of the participants were employed within one calendar <br />quarter after completion of the workforce program. In addition, the WORK Center's business <br />services team visited 200 Santa Ana businesses to promote customized training, recruitment <br />services, and rapid response programs. The culmination of the WORK Center staff efforts has <br />contributed to the decline of Santa Ana's unemployment rate to its lowest levels since the great <br />recession, which as of July, 2017 is 4.8 percent. <br />For the past twenty years, the WORK Center has been located at the Santa Ana Regional <br />Transportation Center (SARTC) on multiple floors of the building. The current configuration is <br />both inefficient and no longer accommodates the requirements of the City's partner agencies. <br />2513-1 <br />
