NO. 17-095) <br />(ST GIC PLAN NO. 5, 4) <br />e <br />CI MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a blanket purchase order contract to 3 Stars Site Services, LLC for portable restroom and <br />hand wash station rentals for a two-year period expiring September 30, 2019, with provisions for <br />a one-year renewal in an annual amount of $27,000 plus a contingency of $3,000 for a total <br />amount not to exceed $30,000, subject to non -substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />The City establishes annual blanket order contracts with vendors that provide services and <br />materials required by City departments and agencies on a recurring basis. The City currently <br />provides portable restrooms at various sites. Approval of this contract will allow the City to <br />provide two ADA accessible restrooms and a hand wash station in the Civic Center area. The <br />restrooms will be serviced daily and the hand wash station three times a week. <br />This action will accommodate the immediate sanitary need in the Civic Center. The goal is to <br />transition those experiencing homelessness to shelters and/or permanent housing which will <br />better serve their needs. Funding for this initiative is funded in collaboration with the County of <br />Orange through the Civic Center Joint Powers Authority. <br />The notice inviting bids was advertised on August 21 2017, on the City's online bid management <br />and publication system. A summary of the bid invitations and bids received is as follows: <br />156 Vendors were notified <br />6 Vendors downloaded the bid packet <br />3 Bids received <br />1 Bid received from Santa Ana vendor <br />Three bids were received and opened on September 5„2017 and evaluated.
